Is Liberty City in GTA 6?

Rockstar's profile of Lucia Caminos mentions Liberty City as part of her family's past: her mom has dreamed of the good life "since their days in Liberty City." Rockstar has not said Liberty City appears in GTA 6 or that you can go there. The game is set in the state of Leonida, with a return to Vice City.
